I've never actually watched much of the show this is just the scenario I imagine that would have made it possible.
No, even turbo-optimist Gene Roddenberry couldn't imagine a future where the world's trajectory in 1966 led to humanity adopting a collectivist perspective. There was a horrible war fought against genetically enhanced superhumans and then a full scale nuclear exchange between the east and west that resulted in 1/3 of the planet being wiped out before humans abandoned capitalism.
