Votes against the motion (to table) came from Butler (D-CA), Heinrich (D-NM), Hirono (D-HI), Lujan (D-NM), Markey (D-MA), Merkley (D-OR), Paul (R-KY), Sanders (I-VT), Van Hollen (D-MD), Warren (D-MA) and Welch (D-VT). Everyone else either voted to kill it, or abstained.
