in my area at least I've never heard of warming centers refusing to open, but it's also cold as fuck here most of the winter
its one of those moments where the still functioning bits of safety net collide with the ones that no longer exist/maybe never did and so you get emergency response going the extra mile but absolutely no care for chronic societal issues because those are the bad people (TM)
closing warming centers so that people burn the flag to stay warm so you can arrest them for more private prison labor
