I tend to respond to Chapo.chat PMs within several minutes. Do note, however, that over 99.9% of downvote appeals are rejected, and yours is likely no exception.

You have to click it 100 times, but after that, you will be able to buy an auto-downvoter that produces 0.1 downvotes/second.
But it actually disappears after you leave the page.
