That's how they always do. They start with concessions and think they can maneuver their way back.
Think back to the famous West Wing scene where the president quotes biblical passages to illustrate why Christianity shouldn't be used for lawmaking. They think it's an effective rhetorical tool, but it starts with the president giving ground in that it necessitates the president knowing bible passages. Instead of saying 'fuck you, you don't get to do this' he's trying to sound clever and in doing so, gives credence to an argument that shouldn't even be made in the first place.
