I feel like it ought to be pointed out that you need to chamber a bullet before you can fire. So not only did this lady unlock her holster, she chambered a round. Unless she's claiming to be so incompetent as to walk around with her gun ready to fire, she had intent to kill before this video even starts.
I was under the impression that she would have racked before the video started because it seemed so demented to me that cops are trained to walk around ready to fire at any second.

If you're carrying a gun, it needs to be chambered. Modern guns don't just go off for no reason, and cops have very nice holsters to prevent any unwanted trigger play.

You can see in the video that she doesn't chamber a round and plenty of people carry with a round already chambered.
