It's a class thing, I don't think it's actually a natural dialect or accent, just like a weird trendy thing that bougie Californians do. I think it started because of the Kardashians? Or maybe it has something to do with how no one likes the way their voice sounds and if you're constantly posting to social media, doing a vocal fry can make it sound less bad to yourself.
It's just women who found out that people take them more seriously if they speak with a lower pitch. Vocal fry is what happens when you try to go below your lowest pitch. Men do it too, just check out this guy

It’s not about intelligence. You seem to be equating a certain type of person with a certain way of speaking, which In and of itself isn’t bad, but depending on the context, can come off disparaging.
To me it’s the baby cousin of saying “this picture of an Indian man is welcoming me to 7-11”. It’s a stereotype that I think is worth dissecting.
Vocal fry is the lowest register of the voice, where it feels sort of gravelly and rough to speak/sing at.
Think a metal tenor doing a growl Or a Russian Contrabass voice. Or a belter alto putting a rough growl into a note.
