This is definitely some fan shit. The official lore doesn't really get into how the pokeballs came to life.
I mean the real reason is that while making red/green the devs wanted to have a "mimic" type enemy that looked like an item on the ground, and since items were represented by poke balls voltorb was born.
It is not widely believed that Voltorb is capable of biological reproduction
You can breed them like anything else though
