You want as much of an advantage in development as possible when you open yourself up for hostilities with the entire capitalist world, its not a smart strategy to just go "Ok now its technically possible as long as no one is mean to us :)"
China still doesn't have a permanent proletariat. The majority of China's proletariat are only temporary proletariat that are only working to bring extra money to their petty-landowner income. China will have to get a large permanent proletariat before being able to advance.
So at what point are the productive forces sufficiently developed?
