    Its almost certainly due to the cultural,information and language barier but chinese political,social, economic or development goals and measures are worded in such a way that first makes it impossible to guess how based or lame these measures will be just as often as they are worded in the most straightforward "yeah we are gonna built 2.2864 km of high speed rail in the next 6378 days" .
