Because I think if China truly somehow totally defeated and occupied the US, analogous to what happened to Japan 1945, then they'd only be beginning the protracted conflict.
I think the majority of POC would accept their rule, with a large portion or even majority of Whites rejecting, and there would pretty much be a race war on US soil.
Ironically this would actually help China's interests by depopulating the US, but only if they ran weapons to POC, otherwise it would just be one-sided and Holocaust-tier.
I think it's extremely likely that China would keep control of the West Coast, B.Columbia and some of the Rocky areas.
