The people that want the vaccine have it afaik. The issue is that vaccination is a culture war issue. As much as "working from a common set of facts" can be used to brow beat people against questioning narratives around policing and foreign policy, it would be really nice if the population did for stuff like vaccination, lol.
As of a month ago, the number of people who wanted it but for a number of reasons couldn’t get it matched the anti-vaxxers. Progress will have been made, but I’m cautious to wave away systemic healthcare issues with placing blame on individuals not wanting a shot, when barriers still stand in the way for many people.
Look at the population density maps of some states and then realize that since there is no state-run hospitals in the US that most of the rural folk are depending upon pharmacies that might be 100+ miles away.
Here is an Oregon density map . Some of those towns of 500 people depend on a Walmart for everything, and it can be hours away.
