In my town only certain charities are allowed to sell fireworks, and they are restricted to lame stuff that just burns pretty colors for a few seconds on the ground. No firecrackers, or anything you would classically consider fireworks. The closest thing to a real charity and not some church or police thing selling is the Boy Scouts.
Virtually everyone just drives out of town to buy stuff elsewhere, or buys stuff illegally. A lot of people do both. Most people plan to leave town for the 4th of July because the pigs are gonna be out arresting people who use fireworks this year.
