That's from different boiling points: burning oil is much, much hotter than the boiling point of water so when you throw water into burning oil (technically it's when you use too little water, because if you have enough water you can still reduce the temperature enough to extinguish the fire, but it's on a scale of like a bathtub full of water to extinguish a liter or two of oil safely) what happens is the water flashes to steam and basically aerosolizes the oil by spraying it everywhere, leading to the scattered oil all igniting at once and making a huge fireball.
