I remember in college a professor researching this said that the only reason this wasn’t already happening was because of immigration. They provide the labor replacement necessary for this ghoulish system to survive + are disincentivized to advocate for better pay and working conditions cuz of their status.
This isn’t verified but I bet the last 8 years of anti-immigration laws and rhetoric is now having its effects.
Even when neoliberals have the “solution” to their problems, they gut it.
