If they stopped paying their paychecks the pigs would just not show up to work and get all their right wing militia friends to invade the city

That's where the fun begins, though. At that point they no longer have any legal protection and (from something as mundane as payroll records) we know where they all live and where a lot of their assets are. And because pigs are paid pretty well, most of them have a lot to lose.

So the best-case scenario is you get to see them impotently piss and moan because they'd all rather stew in their comfy suburban homes than risk getting beaten or shot, and the worst-case scenario is you get to unleash whatever we create to replace to police on a bunch of ex-pigs who are some of the easiest people in the country to locate and penalize. Oh, you want to start a paramilitary organization? We'll just go ahead and seize your retirement along with any bank accounts you've been depositing paychecks into, and there will be some nice comrades with guns stopping by your house (you're still at 123 Lane, right?) to check in on you shortly. And if things get a little out of hand and you get fucked over by the government? There are decades of legal doctrine saying that's OK, and maybe we haven't finished fixing those, or maybe when we do fix them we add a little exemption for ex-pigs. Have fun challenging that in court out of your own pocket while dealing with the worst effects of it.
