Unfortunately it doesn't work that way. The civilian market gets the leftovers from production. Military and police get first dibs usually by making orders directly to the manufacturer, then retail suppliers can buy the scraps. So no, the police don't buy ammo from Cabela's.

You can still find them if you have patience and check every day, and in my experience even as wildly marked up as they are the resulting bullets are cheaper than buying factory mades. I shoot about once a week, almost all bullets I make myself, and I've been able to keep up.
