It is odd that anyone with any Welsh accent in Dark souls is a shifty merchant.
Dark Souls is about late stage capitalism, alienation under it (hollowing), and how its rulers would rather see the multiverse collapse than see an alternative system come forth.
So yes, the message of "never trust people with British accents" is implied.
