The comparable figures for Democrats are 3% outright refusal and 3% only if required.
Those numbers are two months old now, but there's a pretty clear partisan angle to this. Virtually all of the entrenched resistance ("won't get vaccinated under any circumstances") is among Republicans.
Sure, you can find liberals who are crank anti-vaxxers, too, but that's the exception, not the rule.
