AFAIK that was in the so-called Temporary Provisions that were repealed in 1991. The Additional Articles that were subsequently passed assert that the territory they claim is the area under their control, the "Taiwan Free Area."
They dropped that claim in the 1990s, their official stance is that they're a separate independent nation.
