I just read the article and it sounds like the alleged victim hasn't even made an accusation? The charge seems to be based on second hand gossip in the midst of a well-documented smear campaign under a far right regime who came to power in a US-backed coup - it certainly smells like a psyop.
Maybe I misunderstood your comment, but I don't think this is a case of excusing a rapist based on their political tendencies.
