Not sure, but Soviet era psychiatry wasn't really good abd from what I gather was behind its western equivalent at the same time (I studied with Soviet era textbooks and most of my profs had changed little in the things they teach, and later on had the opportunity to "catch up" with western literature) so that could be one reason to have a weird diagnostic category.
