I can't say about storage and supply but that's definitely a valid tactic. In the earliest days when the precincts were burned the reason they had such incredible successes was because they sieged the precincts and baited shooting from the police for so long that they ran out of all ammunition for rubber/pepper shots. Upon being reduced to only having batons and shields to defend their precincts with they abandoned the building.

Baiting fire from them until they run out of everything they have is absolutely valid. I don't see enough baiting of a constant response anymore. People stand around a lot, looking at the police and waiting for something to happen then they all start spouting off "they're moving" and "what're they going to do". All initiative is lost through this inaction. Through constantly forcing them to use their ammunition up they get depleted into positions they no longer wish to hold.

One difference I've noticed between the american police and the euro police is that the american cops are completely and utterly terrified of any close-quarters clashing. They are very clearly more comfortable at range. I suspect this is because of how heavily trained on gun use they are and how they've been made terrified of the knife wielding assailants that will defeat their guns in close quarters over many decades through their training videos. In Europe our cops aren't scared of the personal stuff, direct face to face clashing on the shield wall is not unusual nor avoided by them. You can win victories and cause retreats just by running down the ammo of these american cops. Get shields, wear padding and armour, force them to waste that shit through being a constant harrasser.
