Basically the recall wanted it on an off day to drive down turnout which usually favors the right, and the Kshama campaign was fighting against that
It came down to the recall campaign refused to turn in their petitions on time, despite having enough signatures well before the deadline, to force the scheduling delay. Standard electoral fuckery
