Edit 2: I figured out what the deal was, the bing site is 3 days behind, the 1.689M figure was its data for january 9th, even though its labled as "over the past 24 hours"

Probably, that's the total confirmed cases and almost certainly doesn't account for repeat infections
But it also doesnt account for unreported cases and as such the total is likely far higher, especially right now

My hot take is that the bing one is better, it's using better-informed estimates. I think the other one is being conservative about the latest numbers and will send up bumping them up as suspected cases become confirmed.
I think I figured it out, I think the bing one is delayed in reporting, the number from yesterday is shown in the graph below as the number for jan 9th :U
