    They have to have something to point to as a criticism though. Now they can talk about inefficiency because 1 person is getting 4 tests while 20 people have to share 4 tests. This lets them pretend they're helping but also giving them room to talk about how a business could do it better.

    It's not an irrational outcome of an otherwise rational system. It's a rational outcome of an irrational system. There's a 0% chance that this problem wasn't accounted for. Which means they know it and there's a reason they're doing it.
