A friend of mine lives in an apartment and it seems that they coded the complex as one address so one family that lives there can get it.
Yeah, it's incredibly common. Which is why almost everything else goes by household, which doesn't include roommates or other people living on the same property.
For "some" reason they went with residential address here, which coincidentally makes it so people with multiple properties can get multiple orders and people who have cheaper living arrangements are SOL.
Edit: this also makes it so if you need a test, and someone on the property you live on ordered them before you. You will now have to go see them and ask for one of the tests and possibly give them the virus lol.
It's not a big leap to think that's an intended consequence lol.

yeah lol, 7 free lateral flows a day (if they're in stock) and free pcr if you get symptoms/are exposed. Though we've had a lil burst of consent manufacturing already for getting rid of that scheme, so it's probably not sticking around for long
