i think he is referring to "structurally deficient" bridges that predate modern standards and/or bridges that have had their capacity reduced to deferred maintenance, but yeah somebody gets paid to write better than that

More public transport (which is infrastructure) might reduce car traffic; but the same Induced Demand that makes more lanes and more streets a bad idea would probably counteract that.
