Perhaps some legal thing, where they already know who they're hiring but can maintain some deniability and say "See? We made an open job listing". Just guessing, but I know this happens in the academia.
It is a thing yes. I'm just pissed off that this company reached out to me, scheduled an interview with me over phone, had the interview with me and the person made himself feel less guilty by calling and talking about how good of a candidate I am. Just send a fucking email like everyone else. I think that was what makes me feel the worst about the situation.

Have you posted your resume to monster and indeed? I would guess that you have, but this is critical.
I'm in Europe, monster isn't widely used here. As for Indeed, nothing good has come out of it for me. I've sent applications to it and it's like some black hole. And it's not my resume either because clearly it gets interviews. IF they bother to look and it isn't an internal hire again.
Government jobs do this all the time. I love working government jobs-they have significantly better benefits and time off-but it takes forever to get them and there are some positions that get posted just because they legally have to.
