    In some countries like Japan you can't even get a gun without a high school education.

    Way, way too many room temperature IQ folk have guns in the US.

      Temperament is a more of an issue than intelligence. You don't want someone "short-tempered and easily offended" to be able to easily kill someone even if they're a genius.
