The exploration was the whole point. You had a gigantic world chock full of things to do. And the best thing to do was not do any of them, Shigeru Miyamoto style - just wander around doing whatever you felt like.
That's exactly the problem. It's all aimless. You're some person that escaped an execution, so they decided to... walk around and do whatever. And of course get involved in high-level political affairs by the second town visited.

There is a main plot you can follow if you feel the need to be on rails. The one with the Stormcloaks, actually.
What's wrong with being free to do whatever you want in a bejeweled world with tons of things to do? You want to be led around by the nose?
I simply don't enjoy games like that
