Almost all of that land "belonged" to Mexico because that's what the Europeans agreed on. Mexico had zero control over it. By any modern standard those territories were fully under control of nations like the Comanche.
If that was feasible, then I would call that preferable than being ruled by the Mexican federal goverment.
