The only one I know is the Texan House committee for pensions because I had to interact with it indirectly recently. The Texan House is 85 Republican to 65 Democrat, but the chairman of the Committee on Pensions is Rafael Anchía, a Democrat representing western Dallas.
I don't know exactly why it's like that or if other states do it. This proposition would make it so only Republicans have chairman positions in a Republican held legislature.
