Most states and the federal government have a kind of wishy-washy gentleman's agreement to put both parties on committees, usually with the majority party having the leading chairman position and the opposition party having minority status. Texas has some committees where Democrats have chairman positions, despite being the opposition party.
The only one I know is the Texan House committee for pensions because I had to interact with it indirectly recently. The Texan House is 85 Republican to 65 Democrat, but the chairman of the Committee on Pensions is Rafael Anchía, a Democrat representing western Dallas.
I don't know exactly why it's like that or if other states do it. This proposition would make it so only Republicans have chairman positions in a Republican held legislature.
