This is on the Republican primary ballot and is largely to oil up their base into voting so they can sweep the House and Senate (state and federal). This is red meat for the hogs. The propositions themselves only mean something insofar as Texan politicians getting elected to take oil money and get book deals.
Texas very well could become a weird de jure fascist theocracy like you said, but it would be an aesthetic front to a de facto corporate kleptocracy that has no real interest in separating from the federal government. There's not enough money to keep an independent Texas afloat for a few months, but maybe Abott or Head State Priest Joel Osteen would attempt to keep it going anyway. I just don't see the proper level of interest in it.
My real belief is Texan politicians are attempting to become the anti-California, pushing the most fascist nonsense possible to attract middle class and petite bourgeois reactionary dipshits into moving in, building up housing in the DFW suburbs, and then promising them low or no property taxes. I look at this and see a kind of really stupid real estate investment ad, which is one of the only industries in Texas that's actually growing. Look at how the school choice stuff and racism and transphobia is right there alongside a proposition to eliminate property taxes while also maintaining no state income tax.

I live in Texas and it's a dog-whistle for ending any sort of formal legal rights for protected classes. Protected classes like race, age, ethnicity, national origin, LGBTQ folk, etc. The proposition is saying there shouldn't be any protections because that's government intervention into basic morality, with the assumption that basic morality is a individual's strong Christian faith rather than any formal, legislative aspect of society.
The reality of it is just bigotry and stripping away even the bare minimums of protections against white supremacist, heteronormative hegemony. That proposition would make it easier to do things like kick trans people out of shelters or schools, fire people on the basis of race, or even something like reintroducing segregation. It's hiding behind Christianity to both be incredibly craven racists and also to strip away the public coffers. 2 for the price of 1 for conservatives.

Christian reactionaries in the US want nothing more than to legislate their own morality, but saying that outright isn’t popular enough yet, so they vouch everything in terms of freedom. Want to ban abortion? No, I just want the freedom to not fund it. Want to ban homosexuality? No, I just want the freedom to exist in pubic spaces without seeing it. Want to ban teaching kids evolution? No, I just want the freedom to choose a school that doesn’t expose my kids to it.
I know "le epic hypocrisy owns" are pointless but you'd think people would feel some dissonance with the whole "we must use the government to ban this and that, and also everyone is free to do whatever they want without government interference".

i think chuds have abandoned their ethos of small government a while ago. The libertarian moment has passed. Sometimes it comes back for some things, like with lock-downs and quarantines, but it's less coherent now

there are both reactionary latinos and Texas is forced to write ballots in Spanish because of section 203 of the federal voting rights act from 1975
they only put Spanish because they're legally required
also before that act was passed a lot of states would use rigged or purposefully confusing literacy tests to dissuade black and latino people from voting

that's about committee chairmanship, not elections. Most states and the federal government have a kind of wishy-washy gentleman's agreement to put both parties on committees, usually with the majority party having the leading chairman position and the opposition party having minority status. Texas has some committees where Democrats have chairman positions, despite being the opposition party.
The only one I know is the Texan House committee for pensions because I had to interact with it indirectly recently. The Texan House is 85 Republican to 65 Democrat, but the chairman of the Committee on Pensions is Rafael Anchía, a Democrat representing western Dallas.
I don't know exactly why it's like that or if other states do it. This proposition would make it so only Republicans have chairman positions in a Republican held legislature.
The true agenda shines through these words:
Prop 2: Makes it clear that rich assholes wanna pay less.
Prop 4: No discrimination based on "economic status". That's the main part.
Prop 8: It's the "puberty blockers".
Prop 9: Public funds for private schools -> poor people subsidize the rich.
If they eliminate property taxes with no income tax for the state, does the Texan state government just cease to exist? Sounds like nobody's around to enforce property laws.
The prices for everything will go up. Theyll ramp up collecting on fines and ticket more aggressively. It'll become a police state.
Texas also has a 6.25% sales tax and a corporate income tax, but who knows how well those would fund the state government without the property tax. It would probably just hand more control over to oil and gas lobbyists.
