There isn't any pressing business needs that the American capitalist class has with Vietnam right now. The Vietnam war ended, the capitalists lost, and while there's probably SOME shit worth meddling in the country for, none of it is particularly valuable like Oil or Opium that exists in most of these minor American "enemy states" so until they find some oil no one noticed yet right outside Ho Chi Minh city
