    I believe because Vietnam opened itself up to investment from Western capital in much the same way that China did. And unlike China, Vietnam doesn't pose any real threat to global hegemony of the US, plus their history with China means they could even be a counterweight against China in the region.

    The US thinks they can weaponize them against China, like they weaponized China against the USSR. And while they might have kept their relationship from getting as close as, say, China and the DPRK, they will ultimately fail at making them enemies. Honestly, I think Vietnam is just stringing the US along in exchange for relief from hostilities. But they will be targeted again sooner or later. The NED's already in there stirring up shit.

    Vietnam is being wooed by the USA as a part of their containment strategy to China. I don't blame Vietnam for being suspicious of China given China-Vietnam history, but hopefully they don't forget the barbarism that the USA inflicted on their country in recent history.

    The U.S tolerates the leadership of the Communist Party of Vietnam because it is seen as a necessary evil to achieve the greater goal of containing China. But make no mistake, if China fell Vietnam would once again enter the crosshairs of American imperialism.

    There isn't any pressing business needs that the American capitalist class has with Vietnam right now. The Vietnam war ended, the capitalists lost, and while there's probably SOME shit worth meddling in the country for, none of it is particularly valuable like Oil or Opium that exists in most of these minor American "enemy states" so until they find some oil no one noticed yet right outside Ho Chi Minh city

    One of the few things Chomsky is right about is that the US won the war on Vietnam. Vietnam will side with the US in any broad conflict involving the US and China.

      Overlooked is that Vietnam solemnly promised to end the war, and US troops left in 1972. Then in 1975 they said "LOL psych" and came storming across the border like Germany into Poland. Cue the helicopter evacuation off the roof and all the other images we know so well. Separated by three years, they were.
