I suspect that one of the reasons for the peace being that harsh was the wish of Entente to punish Hungary for their Soviet Republic.
A ton of the socialist revolts and general unrest towards the end of WW1 and in its aftermath seem to get pretty much cut out of popular history. It's just Russia that has a revolution, the rest of the world is just perfectly fine and stable.
