The ukranian language laws provided a great pretext to go after any non-Ukrainian speaking minorities, Russian, Roma, Greek, Tartar, for failing to use Ukrainian to communicate.

They do target civilians, yes. I’ve seen people try to downplay this, but the explanations are indistinguishable from apologia for how the US dehumanizes people’s deaths as “collateral damage” or “combatant deaths”. The difference is that the Gaza Strip is an open-air prison the size of a few city blocks. Ukrainians have a whole country to hide in.
They're hitting residential areas because that's where Azov have set up artillery, but they're not hitting civilian infrastructure like water treatment plants the way NATO did in Yugoslavia and Iraq.
