What happens when your nukes are wiped out? How much damage was already done, will you be bombed further with impunity?
What if you launch a limited strike and destroy the enemy's silos ? Hundred of Millions of your people will still die from planes already in the air and most importantly subs.
Both the US and the SU had the same answer to these problems in the cold war: launch everything. The only limited strike scenario that was considered was to launch a nuke at a single city if the enemy had advanced to far in a conventional war, to prove you mean business.
And this is why nuclear powers necessarily will become hysterical if it comes to the alliances and potential missiles stationed in such countries such as Cuba or Ukraine, the shorter the flight time, the shorter your time-span to detect the launch and get your nukes off the ground, the higher the likelihood a psycho on the other side thinks they can actually pull it off to disarm you in a first strike,
