Cops didn't arrest because they're children, who when asked for accountability, just had a tantrum and said "we won't do anything then". They've been on a silent strike where they still get paid throughout the country.
I lived in Minneapolis where George Floyd was killed. After a few weaks of brutality and repression the police just peaced out and refused to do their job for about six months to show the city government who was really in charge.
