Still positively petite compared to how she's portrayed in fan art, it's also kind of hard to gauge because she has some weird cartoon proportions in that drawing, with a big head, hands and feet and the rest is kind of tiny (except for the chest)
I think It's more to do with the CGI cut scenes where they really are way too big. I also read somewhere once that it was apparently a modeling error but don't quote me on that.
Also dumb because her boobs are now much less prominent. She's still busty, but more realistically so now.

The strongest muscles on Tifa's body are her lats and obliques.
