There's literally no way they could stay in SF and force return to the office. There is a lot of tech workers who would love to work for the new Twitter, but 0.0% of them would live in SF. I wouldn't be surprised if he moves HQ to either Miami or Austin.
I think that there will be some policy changes but anything that requires developers will be deprioritized
This is as a feature, and for good reason - you don't need as many developers if you aren't trying to manipulate and censor the platform. Will it be profitable, as in it can still be monetized without those algorithms? That's another story.

If he just wants to open it up and let it rot, sure, but he's been talking a lot of shit about having some kind of "human verification" and whatnot and complains a lot about bots. That stuff will absolutely not happen in any reasonable timescale if they start losing people.
