i'm dumb, can someone explain this to me? when we're talking about ending THE filibuster, is that a particular filibuster or the concept of a filibuster? because my understanding was a filibuster is a delay in law making and increases the votes needed from congress. so is there a current filibuster in place he can end or are they talking about ending filibusters entirely as a concept?
