It's a hoax/transphobic rumor, allegedly from various unsubstantiated reports of schools keeping cat litter or litter boxes. The only case of this actually happening is keeping cat litter on hand to clean up large spills as an absorbant (specifically, it'd be used for cleaning up hazardous spills, like a chemical or blood.)

What the actual fuck? How twisted one's mind must have be if after seeing cat litter in school the first thought was not "there must be a cat in this school"?

Americans in general've always had a paranoid bent, but there's been a notable acceleration within my lifetime.

To clarify further, cat litter is used to clean up vomit, urine, and blood. It can also be used as a form of traction for cars in cold weather.

Almost all janitors everywhere in the world will have cat litter on hand.

It’s inexpensive, comes in bulk, can be found at every store, and is extremely useful.

There was a school in Colorado who was keeping cat litter in supply, but it turns out it was for students to use during extended school shooter lockdowns.

Per NBC News, “[t]he district — where Columbine High School is located — has been stocking classrooms with small amounts of cat litter since 2017, but as part of ‘go buckets’ that contain emergency supplies in case students are locked in a classroom during a shooting.”
