hearing stories from people reporting on their neighbours in texas, its about creating a fascist panopticon with people increasingly policing themselves and everyone they interact with across the country, with more things to police about each other to be added in the future

It's an indirect outcome of material conditions rather than a direct result of them. Remember that the base affects superstructure and superstructure affects base.
The supreme court has always been anti-democratic. The fact that Roe v. Wade ruled in favor of abortion was the fluke. It wasn't supposed to happen but the cultural moment allowed it to. Post WWII social change in the US created the conditions for its demand. The Progressive Era created Justice Warren. That then setup the court of the Roe v Wade era. Those factors lined up just right so that the SC actually did something good and popular for once. The ruling class became acutely aware of this problem and since then the goal has been to make sure it never happened again. There became a political will to undo Roe and the Civil Rights Era because it was something the Courts were never supposed to let happen anyways.
There was also a political will to undo the Progressive Era and New Deal. Economically, this had been largely accomplished by the end of the 70s. Just like how abortions are effectively banned in certain states because they shut down all the planned parenthood centers and abortion clinics. The only thing left is do it formally.
Democrats don't have enough judges because they don't want enough judges. RBG didn't retire because feminism in her day was tied into careerism and professionalism. That's how capital was able to tolerate women in the workplace, if they became single-minded ghouls who only cared about having the top job. Democrats didn't want to push her out because they had the same views of empowerment.
Though, to be clear, Democrats would have inevitably nominated someone pro-life anyways. Democrats are conservatives and they have no desire to be radicals in any way. They want to reach across the aisle because the aisle is a purely abstract distinction between others and themselves. They have the same goals and are unaffected by the consequences of their actions, so they don't really see the difference between a pro-life and a pro-choice person. It's just a little high-school debate about morality they can have and agree to disagree so they can grind up the poor in a bipartisan way.
You really have to touch on a lot of threads here to get a comprehensive analysis. It would make a great Marxist thesis tbh. You could probably write a book about it if you really got into it.
