I know it's cringe to quote Sun Tzu these days but when talking about China going to war, it is pretty relevant to recall some of these principles:
“Appear weak when you are strong, and strong when you are weak.”
These kinds of military drills are a solid manifestation of hostility. They are both statements of intent and building of capability to carry out that hostile intent.
To be fair you could violate Taiwan's ADIZ by throwing a paper plane from large swathes of China
