I was thinking about this. It's a measure, I guess, of social media influence, not of "people." That is, how many people are actively promoting/active on Twitter and follow them.
Someone with a grass roots movement will have a high percentage of accounts like yours (and mine). Or someone who happens to tweet laws and policy from the oval office.
