The bulb at the bottom is the cat, the rest is just exhaust pipe. Kinda odd to be carrying it all around, must’ve found the whole thing on the side of the road or something.
I mean, if they had the tools to remove it they’d’ve just removed it. As is it looks like it probably rusted off on one side and then banged against the road until it came the rest of the way off.
almost (all?) newer cars are made to California emissions standards because it is such a large market with the most stringent standards ... and the US has never passed effective emissions standards nationally as far as I know

Isn't it specifically cats from California because they're like 5 times the price to be valid for Smog checks.
