Adapting it to make fun of western comic tropes would fit pretty easy. I imagine they'll run into the same problem Murata had where the side characters are just more interesting and focus more on them
I think the english-speaking audience is definitely a smaller concern, anecdotally a lot of people I know who generally don't watch anime have seen it and loved it. But yeah, good luck having a live-action Boros fight.
There's no way this works, OPM is so over the top and ridiculous that the action just cannot translate to live-action.

One Piece was actually excellent. If you did it the same way then it could work.
I have absolutely zero faith that they will pull it off though, especially with these people.
