Redistributing food so that the poor don't starve during a recurring famine is not genocide :monke-rage:

Letting the poor starve so that a handful of kulaks can gouge the dying poor IS genocide

The holodomor was a naturally occurring famine that the soviet government did its best to rectify, rather than a deliberate genocide. The myth of the Holodomor is part of a broader "double genocide theory" to downplay the holocaust, blame the soviets for the escalation leading to WW2, frame Hitler as a liberator of Soviet Ukraine. As a myth it was started by OUN-B antisemitic nationalists and signal-boosted by Western reactionaries like Robert Conquest. After the the Soviet Union, the Victims of Communism Memorial Foundation (a revisionist anti-historical propaganda organ of the US government created with unanimous bipartisan consent) began escalating their signal-boosting of Holodomor. Now something that was considered a laughable exaggeration of a natural disaster in the 1950s is considered The Soviet Holocaust™ brought to you by reactionary think tanks and unironic nazis. People afraid of being equated to nazi holocaust deniers impulsively believe this stuff without a second thought. The Western bourgeoisie has turned the worst of all crimes, genocide, into whimsical accusation they fling at the feet of anyone they wish to overthrow. This minimizes the seriousness of genocide and will likely have a "boy who cried wolf" effect.
